Is the Manager the Problem?

I read an interesting conversation this morning.

These indicators of a poor manager are also indicators of any staff member who needs coaching, training etc. And if the company gets rid of this “bad” manager, how do we know the company won’t hire and support another of the same kind of manager? I believe this is a systemic issue in companies and it is rare (not never, but uncommon) that getting rid of that one “problem” manager will solve the problem. What is allowing this type of person to be hired in the first place? Where is the accountability? the 360? the feedback? the training? Much bigger can of worms, I’m afraid.
